clarify the map and display menus, or merge them

Description

the distinction between "Map" and "Display" is unclear. Some (or all) items could easily go in any of the two menus. For example, "Route" in the map menu could easily go in the display menu (and see ticket #128 about its name, by the way).

Actually, this problem might be solved simply by moving the "Route" item to the display menu, I think it would remove much of the confusion. However, I have no idea what to do with "Navigation", since I haven't been able to see what this item does.
