I saw the following happen: Some street_1_city disappear sooner than others when zooming out.
Steps to reproduce:
* Navit SVN, gtk gui
* map based on osm data, medium size, home grown, area from colmar to wuerzburg
* search for Rheinstetten and display it on the map
* zoom in
* now zoom out step by step, until the southern suburb (called mörsch) appears without street1city, while the northern suburb (called Forchheim) still is equipped with street1city.
Look at north-east: Karlsruhe completely lacks street1city, while other villages still show them.
No clue, but maybe this issue is related to #233.
