navit does not find some districts

Navit seems to have problems with finding villages that are districts or suburbs of other villages or towns. This shows as follows: if you search for the district name itself via the city search, you don't find it. If you go the other way and choose the city it belongs to and search for a street that is located in the suburb, it is also not found. Some examples (all located in southern Germany):

http://www.openstreetmap.org/?mlat=48.98333&mlon=12.15&zoom=12 The name of the suburb ("Burgweinting") is not found, if you take the superoir city "Regensburg" and search for "Ohmstraße" which is located within Burgweinting, it is also not found. According to OSM data Burgweinting is connected to Regensburg by the "is_in" tag.

http://www.openstreetmap.org/?mlat=48.08743&mlon=11.07851&zoom=12 Same thing with "Beuern" which is part of the village of "Greifenberg" also stated by the "is_in" tag.

http://www.openstreetmap.org/?mlat=49.36466&mlon=11.33746&zoom=12 As "Westhaid" is somewhat small, it has no street names at all, but it is marked as part of the village of "Burgthann". However "Westhaid" cannot be found neither by searching for it as a village nor as a street within "Burgthann".

This is somewhat annoying as whole parts of a city are not searchable by navit.

I checked your examples with SVN 4776 and they worked fine. Now the search works through the full hierachy of places and returns the villages and points out that they lie within other cities/districts.
