Description
While processing processing a part of Europe with maptool a number of messages like the one below flash on the screen :
OSM Warning:http://www.openstreetmap.org/browse/node/2081952669 conflict for Borzée is_in=La Roche-en-Ardenne, Luxembourg, Wallonie, Belgique, Europe country 56 vs 442
As mentioned int the title I assume : maptool confuses the Belgian province Luxembourg with the country Luxembourg

Hi!
Borzée is considered by maptool to be in Belgium, so there's no need to change logic itself.
To disambiguate things, have changed maptool output with r6012.
Please also note, it's recommended to always include (or add) full country boundary.

But it does not give a hint on what the consequences are, is this just an informal message or does it result in some missing or wrong content in the produced binfle ?
